Windstad Manor, using just the Fish Hatchery (ignoring Fishing Creation fish, because I don't know how they affect the math), works best if you're going to abuse the spawn mechanic, since you only get 6 of each fish per spawn:

Any Hearthfires house with both Garden & Greenhouse (numbers optimal per house, having two or more may make for slightly better numbers):Ĩx Creep Cluster + 13x Mora Tapinella +8x Scaly Pholiota. Now you can select all or some ingredients and generate a list of all the available recipes using those ingredients.
